Inquiry Sought Into ‘Corruption in Judiciary’ Chapter

An inquiry has been sought into the inclusion of a Class VIII textbook chapter on alleged corruption in the judiciary, with Senior Advocate Dr. Adish C. Aggarwala writing to Prime Minister Narendra Modi urging a thorough and transparent investigation. In his letter, the All India Bar Association Chairman expressed concern that the chapter contains generalized and unsubstantiated allegations that could erode public confidence in the justice delivery system and influence young minds.

The Bar body has called for an examination of the circumstances under which the content was introduced and the identification of those responsible for drafting and approving it. The letter further asserts that safeguarding the dignity and independence of the judiciary is essential to maintaining constitutional balance and institutional credibility.

In his letter addressed to the Prime Minister, Aggarwala described the inclusion of the chapter as a “calculated and motivated act” by certain vested interests, allegedly aimed at maligning the judiciary and creating discord between the Executive and the Judiciary. He emphasized that both institutions are vital pillars of India’s constitutional framework and cautioned against narratives that could undermine their institutional harmony.

The letter asserts that introducing such content at the school level could negatively influence impressionable minds and erode public confidence in the justice delivery system. According to Aggarwala, the material contains “baseless, generalized, and unsubstantiated allegations” that risk damaging the institutional credibility of the judiciary.

Highlighting what he termed the Government’s consistent respect for judicial independence, Aggarwala commended the Prime Minister’s response to the issue and stated that the Bar across the country views the matter with serious concern.

  • The All India Bar Association has called upon the Government to order a transparent inquiry to examine:
  • The circumstances under which the chapter was introduced into the syllabus; and
  • The individuals or groups responsible for drafting and approving the content, including any possible affiliations.

Aggarwala further assured the Government of the Bar’s cooperation in safeguarding the dignity and independence of the judiciary.

The development comes amid ongoing debates on how institutional accountability and constitutional values should be addressed in school education, particularly in relation to public institutions and democratic governance.
